1. Of the 85 million provided under the head "Miscellaneous services" to cover the recommendations of the Salaries Commission, $3 million have already been committed to the additional cost of living allowances referred to at X/ of Mr. Palmer's minute of 12th June which have now been approved as an interim measure pending the Salaries Commission's report. It is reasonable to suppose from this first instalment that the total cost of the Commission's recommendations will eventually exceed $5 million. Unless, therefore, revenue exceeds the estimate, there is likely to be a deficit rather than the small surplus on recurrent expenditure now budgeted for. The deficit on this account ought not, I think, to be very substantial, and it may not arise at all since, according to paragraph 33 of No.5, the revenue estimate has been formed on a conservative basis. That paragraph even goes so far as to suggest that there may be a fairly substantial surplus which could be carried over to meet part of the 1948/49 rehabilitation expenditure.
2. We have still not succeeded in finding an efficiency expert (paragraph 16 of No.5) and I think our chances of finding a really suitable man are pretty remote. I rather feel, therefore, that the hope expressed in paragraph 16 of No.5 will prove to be optimistic.
